Gafttop suggested Trading Clowney after the 2017 season. Most here including myself thought he was crazy. Turns out we were wrong.
I believe 2017 and a few seasons since then, I've been behind gutting the roster and starting over. Hail, I even projected OB getting a clean-sheet start-over by giving him enough draft picks to build this roster to his expectations. But, to do something so extreme....the entire FO and coaching staff would have to go. New FO and HC would be on the 5 year clock and essentially following the Buiness 101 manual's 5 year plan.
Years 1-3: Building towards desired objective. That would be through the draft and inexpensive FA signings.
Year 3: Ownership assessment of meeting or exceeding 3 year objectives. That could be measured by team record and advancement of players overall within the given system. If there are no gains....like any business, they should prepare to shut down. An NFL wouldn't do this but the team owner should be prepared to fire the HC and/or GM before additional losses begin to pile up.
Year 4: If the blocks are in place from years 1-3, now is the time to start expanding your business or in the case of an NFL team, signing their upcoming FA's or players that have proved their value. They could add solid plug-n-play veteran FA's at this time b/c the objective now should be solid and consistent runs in the playoffs going forward.
Year 5: Total assessment of the entire program and the objectives being met. You either maintain with an expected amount of growth expected year to year or season to season. Can the team remain viable with salary cap restrictions. Is the HC and his staff still capable of coaching up rookies and FA signings. Is the scouting department capable of finding the gems in the draft from a deeper position in each round.
In my opinion, the GM(s) and OB and his staff have never been held to this type of measurement. If he had been responsible, OB would've been out by year 3. I just don't see OB as the man who's going to lead this team to a Super Bowl victory based on his prior 6 years results.
