I don't think the franchise awards mediocrity as much as it disdains change for the sake of change. The best franchises in the NFL have a record of changing HC/GMs the least. I firmly believe that McNair wants to build a winner. I also firmly believe that the current economic environment makes it so painless to field a winner that it is easier to hang onto a HC/GM than in different eras.
I do not doubt that the owners want to win. Both as a matter of business prosperity and just simple pride.
But, I also do not doubt their history of rewarding mediocrity.

These are just the top of my head.
The owners are risk averse. Like you eluded to, they would rather "play it safe" than take a chance on hiring new leadership, especially when they are not very good at understanding and analyzing what they are hearing, seeing, and eventually hiring.
The Texans have a dynamic talent in Deshaun Watson. There are many OCs that could do wonders with his various skills, especially at this point in his career.
But, they go back - long term - with Bill O'Brien, who is clearly in over his head and has one of the blandest offensive schemes I've ever seen.
And a head coach repeating the "shake the rust off" over and over is utter bullshit. That's what preseason is supposed to be about, but no, let's PLAY IT SAFE and not actually use the preseason for its original intent - i.e. "shaking the rust off" and getting ready to play regular season in week 1.
Wanting to win and actually knowing how to do it consistently are two different things. I do not doubt the former, but I have serious doubts about the latter based on franchise history.
