The Texans could move up in the NFL draft next week.
But they could also move down.
According to General Manager Brian Gaine, it'll all be viewed on a "case-by-case" basis.
Houston's without a first and second round pick this year because of a pair of 2017 trades with the Cleveland Browns. The Texans first pick is in the third round, at 68th overall. Gaine, in his first draft as GM, explained why the Texans could move up in the draft.
"If we're honoring the draft board, and we see a player that potentially might be slipping down the draft board and we have the opportunity to go get him, and be aggressive, we'll measure that as well," Gaine said.

I haven't seen Gaine do anything dramatically good or bad so far. As far as the draft picks go, they're 3rd rounders and below and I don't care what people think of them, they're a crap shoot even more than the 1st and 2nd rounds. So thus far, I don't have much to either complain about or be hopeful for as far as Gaine is concerned.

Gaine provides that. For the first time since OB has been here we can see exactly why every player has been drafted and how they fit on this team.
It's been going that was since the past two years. 2016 draft was all about getting faster on offense. 2017 was all about getting their franchise QB. Now were building depth in needed positions.
Because of the inability to evaluate QB's, I don't know that BOB was ever able to move in a defined direction to which align players to. Watson fixed that and Gaine is riding his coattails IMO.
