Well designed play by the Patriots. I do believe though these substitution rules will be examined by Competition Committee in the off season

Sounds like one of those page 10 retractions from newspapers of old. After making headlines with some erroneous and incendiary he says, "oops, my bad" in a tweet.
I expect better from you Dungy.
 
I said after the Baltimore game that the reason the Ravens were pissed off was not because of the formations, but because of the tempo the Pats used when running it. They would declare their ineligible or eligible player and then run the play less than 5 seconds after. Baltimore struggled to adjust their formation for the eligible/ineligible player in that time frame.

That is just Belichick knowing the rule book to a T and knowing he could run up tempo with those formations. Nobody has ever done it before, but the rules don't state that you cannot do it. That will likely be changed in the offseason, but right now it's perfectly legal to run up tempo with those formations as long as you are declaring (which they have been).

Why do the refs have to make a big deal about announcing an ineligible number as eligible, but not the reverse? That needs to be changed, for sure.

Because of the numbers. Eligible numbers are 1-49 and 80-89. Those guys don't have to report as eligible because of the number system. The same way Duane Brown doesn't have to report as ineligible.

If JJ Watt (99) or even Brown (#76) wants to catch TD passes he has to report because he's wearing an ineligible number. And the refs do have to announce if an eligible number is ineligible, as in Vereen's case.
