Nah, you do it a certain way. Either the coach comes in and brings a gm who thinks of players like he does or you hire the gm and he brings in a coach whom he can vibe with. Under Caserio, he's hired 2 coaches that didn't get an interview with any other team. Culley was just happy to have a job as a head coach. He didn't pick any coach on his staff. When the gm dictate who the coach can hire, you're shrinking your talent pool. They couldn't hire Frazier because of his issues with Lovie from Tampa and Carsterio had already had Lovie in the hotel to be hired. Then after firing Culley, the puppet of all puppets after Flores was fired, again, trying to tell the coach who can be hired. It wasn't until they were out of options is when Lovie came into play. So if the gm is doing all of this as if he's done this somewhere else and witnessed success, why should he get to choice another failure coach?
