These are people, not cars. I can understand where your limited ability for nuance would make you think otherwise.
No one is ecstatic with giving a receiver 19 mil guaranteed a year when he was slated for 12 mil, but what should be obvious is that there was more going on here than just a File Clerk who wants to waste money. I'll hold judgement on the situation until more comes out.
It seems like we wanted to keep Cooks, but he wanted a new contract or a trade. Cooks is a very good (not great) receiver, and is a key piece to the development of our current QB and the WR room as a whole. This year is about seeing what we have in Mills, and keeping Cooks is part of that. If it means showing a measure of commitment to him by redoing his contract, then depending on the NUANCE of the situation, I could feel comfortable with that.
Cooks will be here through Mills tryout year, and if Mills fails, he will be here for our 1st round rookie QB as well.
