I am not agreeing with the strategy so much, but I have watched Brock O play and BOB run this team. I would have been surprised with anything else based those the factor alone.

I have seen Brock be at least competent with a faster pace and spread out offense. It is up to the head coach to ensure he plays to his teams strengths.

Especially the quarterbacks.

I don't like him as a commentator but before he inherited the Bucs job he turned the Raiders into a winner.

At this point of the game, you want them to eat clock. Let them make those 5-7 yard gains. Don't give up the big play like in Mexico.
