Ryan Mallett and Brian Hoyer will both be toughened up facing Wilfork and Watt in practice. I'm sure O'Brien will make sure they have a red jersey on though otherwise we'll be down to Tom Savage starting games.
And if Clowney and Cushing can stay healthy, I wouldn't even show up for full pad practices if I were Mallett or Hoyer. That isn't going to be much fun. LOL. On the plus side they wouldn't see many, if any, defenses that are better around the league.

19, the bold $146,490,628 includes all active contracts not just top 51 + the money allotted for the draft. You can read that just above what you looked at. Hope this helps?I'm using Spotrac. So we have additional players under contract beyond the 51 and their salaries cost us currently an additional $6M. We are slightly, by approx $465,000 over the cap at this time, by my reckoning.

After the initial waves of big signings in free agency hit the NFL, and then teams sought value signings during the second wave, the Houston Texans needs have changed coming into the final month before the NFL Draft.
There could be some initial looks at free agents still on the open market, but with around $3 million left in cap space at the current moment, the Texans would have to shuffle their roster (like cutting a veteran to open cap space,) or move money around, (as in extending players or converting base salaries into bonus money) to make any meaningful moves.
It still leaves the reality of what is ahead for the Texans: that the team's needs for the roster are more in focus after the signings of Kareem Jackson, Derek Newton, Ryan Mallett, Brian Hoyer, Cecil Shorts III, Vince Wilfork, and Rahim Moore.

Resigning Jackson while retaining Joseph was a big deal. Perhaps as much or more than signing Wilfork. The defense is definitely better (FS signing) so I anticipate a focus on Offense where the BPA is close in potential.

Trying to figure out how this makes sense. We just signed brand new contracts with $11.65 mil in roster bonuses which could have been signing bonuses and now we're redoing a one year old roster bonus into a signing bonus.
Roster bonus -> savings this year is done as signing bonus
KJ $4.2 mil -> $3.15
Newton $2.25 mil -> $1.8
Hoyer $4.2 mil -> $2.1
Moore $1 mil -> 667k
Prorated those roster bonuses would have been $7.72 mil more cap space i.e. almost exactly what is freed up by converting JJ's.

I don't think the timing makes sense for your scenario. If you don't have a specific player in mind, and you are waiting until after the draft to see what else you need, why make this move now?
I'd think you would hold off on this restructure until you absolutely need to do it.

Maybe a shot in the dark, but Brandon Brooks contract is up at the end if this season IIRC. Maybe we use part of the money to lock him up long term? Id sure hate for him to test free agency next year.

$8M is $8M, doesn't really matter where you get it from. Cutting your starting center, releasing your starting WR, restructure your starting CB, restructure your starting DE.
All of them could have got you the same $8M, only difference is we'd have another player on our roster who can play.

Also, I know they didn't approach him about restructuring, as with only one year left on a contract, pay cut and extension are the only options available. Can't restructure a deal in its last year.
If this was AJ's last year under contract, i doubt they cut him either. However, cutting him this year not only saved $8.5 this season, but it wiped out $16 million for 2016... They will be free from JJO's contract next year and will likely receive a decent compensatory pick for him when he signs with someone else.
