Basics yes but details no. How/when the signing bonus is paid out, various performance bonuses, offset language etc. all needs to be negotiated. If you were right all of these guys would sign within a few weeks of being drafted. There’s a reason why Young signed the day prior to reporting.

It does say the signing bonus cap hit is spread out over the 4 years, but how it is paid is negotiated. the Owners want to spread payments out and the players want it paid up front.
