As a newbie here can you summarize why Houston only won 3 games last year?

The official start of the Texans dark ages of suck is January 12, 2020.
The Texans were up on the Chiefs 24-0 in a divisional playoff game.
Then the Chiefs went on a scoring binge - 51-7 - that sucked the soul out of this organization.
The groundwork had already been laid, though. While Bill O'Brien did win four AFC South "championships" in a terrible division, he was slowly but surely dismantling the future of the Texans with some of the worst decisions we've seen in this city in decades.
Once that game was over, it was all downhill. Good history lessons above, so I won't regurgitate, but basically inept ownership (due to a gigantic void left in the wake of Bob McNair's death) lead to terrible ownership decisions. Hiring Jack Easterby. Making Bill O'Brien a GM. Giving a massive contract to a huge piece of human garbage, etc.
It's been over three years since that fateful playoff game, and we are just now seeing a light at the end of the tunnel.
We just hope it's not another train coming. But that's how Texans fans (and Houston pro football fans in general) have been conditioned. Hope for the best, but expect the worst.

I don’t care if I live to be 250, that trade will go down in the annals of all-time worse trade made by any Houston team. It was shameful, embarrassing, and should have been vetoed by Cal. Unfortunately, I think Mama and Jack pushed for it. She needs to gracefully bow out of any decision making, and people like Easterby need to never darken the Texans hallways. Cal and Hanna need to take 100% control and make sound decisions going forward. I’m actually slightly encouraged on that front.

Bob McNair died in 2018 and his son Cal took over. Cal is clueless. Cal has had five HCs in four years and Cal hired Jimmy Swaggert to be a part-time GM and VP of football operations. Jimmy traded DeAndre Hopkins for a ham sandwich. Stroud will probably be a bust and the Texans will likely go 0 - 17 and get the #1 pick in 2024 that now belongs to the Arizona Cardinals. Because this would be typical Cal McNair. Any questions?

Jimmy also hired a file clerk with no cap or contract experience. We also learned the clerk was not responsible and had any experience in negotiating trades in New England. Christ Almighty, the Texans only won three games because they're a pathetic organization and were mostly devoid of talent last year.
This year they have more talent, a better HC (hopefully), but they're still the same organization. All that does is add up to a big question mark. Whether or not you dot the question mark is up to you. Personally, I don't think they deserve the dot just yet. I'll know more at the bye week.

Bill O'Brien left the Texans roster bereft of talent across most of the team. He also left the Texans in salary cap hell. Caserio did a pretty dang good job of getting the Texans out of cap hell and he's had 2 full drafts and FA periods to add talent to the roster.
I don't expect 2023 to be a whole lot better than 2022, expect maybe picking up a win or two in close games that the Texans lost last season. 2024 and beyond is when I expect to see major improvement.

After the first half, my friend's wife from KC was so mad she wanted to leave the bar. I told her to be patient, it's the Texans, I know this team. An hour later, everyone was in awe of my prediction powers.
That game was representative of the O'Brien years. He only achieved production through the individual talents of a couple of outstanding players, but never through scheme or coaching. Points were less often scored through play design and execution, and more often because Watson waited for chaos then capitalized. This may get you a couple of winning seasons, but never deep into the playoffs, so we remained in mediocrity hell for years.
I'd take Kubiak's down years (except 2013) over any of O'Brien's seasons. Kubiak's vision at least made sense. You'd watch an O'Brien game, and even if he'd win, you'd be like "What did I just watch?"

I've lived in Orlando for 35 years. The Orlando Magic basketball team is owned by the Devos Family of Amway fame. They are the reason that the Magic have been a perennial FAILURE. I hope that's not the case with the Houston Texans.
We all hope so too, but it's not looking real good. At least the Magic had their claim to fame once didn't they?

The only thing I would change in your post, I would swap the word "expect" with "hope" in your last sentence. There are so many unknowns with this team - the players, the coaches, and even the front office. I don't know what to expect. Not all rebuilds go according to plans. A lot of times they don't which is how we have perpetual losers like the Browns, Giants, Lions and Jets. And then we have those teams that are continuously mediocre. So far since their inception, the Texans have gone through several rebuilds and the best they ever reached was slightly better than mediocre - good enough to make the playoffs but not good enough to make it to the AFC championship game. Then they implode and become, again, one of the (or the) worst teams in the NFL.
I've learned to have no expectations regarding the Texans. I will say, up until this offseason I didn't even have hope.
Regardless, BOB and Kubiak accomplished the exact amount of success.
