I think you need to replay it. It was definitely thrown late and behind him........Cooks needed to slow down and turn back around..............certainly not in stride.

It was a great defensive play by an experienced CB. Seems like the Ravens are playing a lot a man coverage and he caught Watson who thought he was still in the flats.

Correct. Peters didn’t even press Cooks in the flat. He knows he can still cover him if Cooks comes out.
He peeks in the backfield, sees the throw, badda bing badda boom BO’bs your uncle.
 
That was darn good coverage interception by Peter's. Watson just didn't see him peel off of his guy. If anything that was a terrible play design.
