I wouldn't just let anybody catch a pass, but I would either do away with the penalty just for being too far downfield or more likely make it 10 yards instead of five so that it doesn't happen accidentally so much.

Changing the overtime rules and having strictly enforced salary caps on rookies are MUST changes. Those need to happen soon.
