Tenn/UNC Bowl Game Clock Controversy

With seconds left in the 4th quarter and no timeouts, UNC down 17-20, they run the ball and the RB is tackled in the middle of the field. The QB hikes the ball with about 18 guys on the field and 1 second left on the clock which causes a deadball penalty and stops the clock. So as ridiculous as it is, UNC gets to setup for a FG with the clock stopped due to their own penalty! They make the FG and go on to win the game in overtime thanks to forcing a penalty.

Crazy, but this is why the NFL has a 10 second run-off rule. I wonder if the NCAA will make an adjustment due to this exploit. I find it odd that the other team cannot decline it and let the clock run out.
 
There should be a rule that the offensive team can't snap the ball as long as they have more than 11 men on the field. The referee should stand over the ball to enforce this.
 
I was watching the game and couldn't believe there isn't a "run off" rule in effect for something like this.
