Technicality Question about the draft

Okay so New England has to forfeit THEIR 1st round pick. For arguements sake...let's pretend they go to the superbowl and lose. Therefore they have the 31st pick in the draft- however its forfeited.

Now let's say Green Bay wins the superbowl (really just insert any NFC team but I wanted to be somewhat realistic but not put dallas ;)...let's not focus too much on this team though)

So Green Bay has the 32nd pick in the Draft. NE has the 31st pick. Will NE essentially 'be on the clock' but Goodell say NE forfeits this pick. Then we move onto GB for the 32nd pick?

Or will it skip completely over NE and go straight to GB for the 31st selection. Then it changes all the other picks in the draft thereafter with the 1st pick in the 2nd round really being the 32nd selection.

How will this be recorded after the draft?? for technicality and historic purposes??

My guess would be that they would skip it.

Pick 31 - Forfeit
Pick 32 - Player X, U. of XYZ
 
In the past, when a selection has been forfeited, the pick is listed as being forfeited, but the count continues. Simply put, in the history books, based off your scenario, it would read something along the lines of "selection forfeited by the New England Patriots" between the 30th and 31st picks, but the Packers would officially hold the 31st pick. Hopefully that was clear. For an example, click this link and look at selections 89 and 90.

90: Atlanta Falcons
 
I would not think NFL would put much emphasis on it but who knows. New England does have another first round selection from another team, correct?
