How are the non conference opponents determined?

And for example, UT aren't playing all their conference opponents, how are teams that they are playing within their conference determined? Is it just rotated?
 
Not speaking as an expert here, but I believe they go out and find their own opponents.

The Huskers’ rotation against the Big 12 South will remain the same. Nebraska will face Baylor, Oklahoma and Texas Tech in 2008, 2009, 2012 and 2013, and will take on Oklahoma State, Texas and Texas A&M in 2010, 2011, 2014 and 2015.



I believe what he is getting @ Kiwi...the big 12 South and north has six teams each. Which with any common sense makes it impossible for each school from both conferences to play one another once every season. So the South and north play common opponents intra division and rotate with the cross conference every other year. The lone exception is Sodom on Town Lake vs Oklahoma. This year Texas' big twelve north rotation is Missouri @ home and on the road @ Kansas & @ Colorado. Last year Texas had K. St and Nebraska @ home. The were on the road vs Iowa ST. Next time those three come back onto UT's rotation, they'll play them, K. St and Nebraska on the road. With the Iowa St game @ home.
