Ray Rice arrested in Atlantic City

I took it to mean that the first he learned about the second tape's release was when he arrived at the office.

They clearly knew that an elevator tape existed prior to its release. But, since it was evidence in a grand jury investigation, they were unable to legally obtain a copy.

yup....and TMZ's big time proof that they knew the NFL and Goodell knew about and recieved the tape amounted to them having a source that said as much..that's it. No Fedex slip detailing delivery of the tape, no email trail saying the tape was delivered nothing.

Furthermore all TMZ and Levin have done since they released this 2nd video is try to funnel net traffic to thier site..drawing out every single little piece they can from it. So them trying to act like the release of this tape was because they had a moral obligation to do so & all that jazz is crap. They deserve criticism for dragging this crap out...noone's paying attention to that though..too busy sharpening their pitchforks and hanging Goodell in effigy.

yep. TMZ is tabloid trash, existing solely to dredge up dirt on celebrities to satiate the general public's desire to see it. They have no standards, no moral high ground, and when some sleazy organization like them tries to fake such things, it is transparent.

People are trying to witch hunt Goodell and the NFL for perceptions of past transgressions, so they are losing focus on the true villain here, the guy that beats his wife. And they are letting bottom-feeding media like TMZ set the terms for their own gain, which like you said, is to drive traffic to their website.

There is a lot to criticize Goodell and the NFL about over the years. But, all of this conjecture is causing folks to lose the ability to reason and try to logically explain the various jumps to conclusions.

As you know, there has been a good deal of speculation about the investigatory process that preceded the decision to suspend Ray Rice for his involvement in an incident of domestic violence last February. I want to use this opportunity to address this matter and provide a full understanding of the process that was followed.

First, we did not see video of what took place inside the elevator until it was publicly released on Monday. When the new video evidence became available, we acted promptly and imposed an indefinite suspension on Mr. Rice.

Second, on multiple occasions, we asked the proper law enforcement authorities to share with us all relevant information, including any video of the incident. Those requests were made to different law enforcement entities, including the New Jersey State Police, the Atlantic City Police Department, the Atlantic County Police Department and the Atlantic County Solicitor’s Office. The requests were first made in February following the incident, and were again made following Mr. Rice’s entry into the pre-trial diversion program. None of the law enforcement entities we approached was permitted to provide any video or other investigatory material to us. As is customary in disciplinary cases, the suspension imposed on Mr. Rice in July was based on the information available to us at that time.

Our understanding of New Jersey law is that casino security is regulated by the Division of Gaming Enforcement in the State Attorney General’s office. Once a criminal investigation begins, law enforcement authorities do not share investigatory material (such as the videos here) with private parties such as the NFL. In addition, the state’s Open Public Records Act excludes material that is generated in the context of an active law enforcement proceeding. The law enforcement agencies did nothing wrong here; they simply followed their customary procedures. As the New Jersey Attorney General’s office said yesterday, “It would have been illegal for law enforcement to provide [the] Rice video to [the] NFL.”

We did not ask the Atlantic City casino directly for the video. Again, our understanding of New Jersey law is that the casino is prohibited from turning over material to a third party during a law enforcement proceeding, and that doing so would have subjected individuals to prosecution for interference with a criminal investigation. Moreover, our longstanding policy in matters like this – where there is a criminal investigation being directed by law enforcement and prosecutors – is to cooperate with law enforcement and take no action to interfere with the criminal justice system. In addition, in the context of an ongoing criminal investigation, information obtained outside of law enforcement that has not been tested by prosecutors or by the court system is not necessarily a reliable basis for imposing league discipline.

Finally, it is our understanding that the criminal proceedings involving Mr. Rice are considered an open matter, and that so long as he is in the pretrial diversion program, no information will be made available to third parties or the public.

As always, we will continuously examine our procedures. I believe that we took a significant step forward with the enhanced policies on domestic violence and sexual assault that were announced last month. I also know that we will be judged on our actions going forward. I am confident that those actions will demonstrate our commitment to address this issue seriously and effectively, and will reflect well on the NFL, all member clubs, and everyone who is a part of our league.

The NFL has repeatedly said it asked for but could not obtain the video of Rice hitting Janay Palmer — who is now his wife — at an Atlantic City casino in February.
The league says it has no record of the video, and no one in the league office had seen it until TMZ released it. When asked about the voicemail Wednesday, NFL officials repeated their assertion that no league official had seen the video before Monday.
The person said he sent a DVD copy of the security camera video to an NFL office and included his contact information. He asked the AP not to release the name of the NFL executive, for fear that the information would identify the law enforcement official as the source.
NFL Commissioner Roger Goodell initially suspended Rice for two games following the February incident, but the Ravens released Rice on Monday and the NFL suspended him indefinitely after the website TMZ released the video.
Goodell told CBS on Tuesday that "no one in the NFL, to my knowledge" had seen a new video of what happened on the elevator until it was posted online.
"We assumed that there was a video. We asked for video. But we were never granted that opportunity," Goodell said.
In a memo to the NFL's 32 teams on Wednesday, Goodell said that the league asked law enforcement for the video, but not the casino. "In the context of a criminal investigation, information obtained outside of law enforcement that has not been tested by prosecutors or by the court system is not necessarily a reliable basis for imposing league discipline," he wrote.
The video, shown to the AP on Monday, is slightly longer than the TMZ version, and includes some audio.
Rice and Janay Palmer — now Janay Rice — can be heard shouting obscenities at each other, and she appears to spit at Rice right before he throws a brutal punch. After she collapses, he drags her out of the elevator and is met by some hotel staff. One of them can be heard saying, "She's drunk, right?" And then, "No cops."
Rice had been charged with felony aggravated assault in the case, but in May he was accepted into a pretrial intervention program that allowed him to avoid jail time and could lead to the charge being purged from his record. A prominent New Jersey lawmaker called Tuesday for that decision to be reviewed.
Hours after portions of the video were made public by TMZ, Goodell suspended Rice indefinitely and Baltimore terminated his contract. He had originally been suspended for two games, and team officials had praised him for his apologies and actions after his arrest for aggravated assault.
Goodell and team officials said they were taking more severe action because of the violence in the video.

He will be fired soon. This fails the smell test. If true, he lied on TV today and yesterday.

I wish they would bury it on TV. The Goodell withchunt is taking away from the story of battered women, the NJ judiciary and Ray Rice. In the last 48 hours many women have been battered, but yet we care about an NFL commissioner.

yep. The owners are not going to remove their pitbull enforcer without public demand, and that demand will have to be supported with clear and convincing evidence of a coverup. I was waiting for a smoking gun, and this might be it.

Of course, folks are acting like the owners won't just appoint Goodell 2.0, because Roger is obviously the type of commish they want at the end of the day. Players, fans, unions, none have any influence on choosing a commish, so there seems to be a bit of naive idealism about the while thing.

Two things..1) I'm sure Goodell wishes like hell it was anyone but Baltimore playing tomorrow...and 2) Sunday can't get here quick enough for the NFL. They need this moved to page 2 and beyond, and like always, it will. We love the sport and that ain't changing, no matter how morally indignant we act today. (Like Yvette said)

Can't ever find enough evidence to convict.

More often than not, it is not the lack of evidence, but the lack of desire by the victim to have it prosecuted for whatever reason. Perhaps psychological reasons or perhaps practical ones. Protective orders just don't work for the victims as well as they do for the DA.

Me too. I don't understand all the hoopla around the NFL. Why isn't anyone insisting Atlantic City press charges against Ray Rice? They don't need Janay to testify, they've got the video.

The NFL is the big fish in the pond so naturally everyone's gonna want to try to catch that great white..But the Atlantic City police also did nothing...the prosecutor effectively did nothing, and the ravens organization did nothing...hell they publically supported this dude....even after the suspension.

Then the 2nd tape came out & for some reason folks have forgotten all about the other powers that be that failed to put forth an appropriate response.....they're going straight to the NFL and Goodell...This even though all 3 of those entities have more or just as much leeway as the NFL does in punishing Rice for his actions... It's beyond irrational as far as im concerned.

One of my in laws used to get beaten up by her bf. one day her father and her uncles invited him to a drink and they pulled a Billy Bats on him and beat the hell out him and said if he touched her again he'd never be found again. She was mad at first but realized that was probably the only way she would get out of that relationship without getting killed.

That pus got the message and left.

And I'm sure there has NEVER been a case that failed to go to prosecution because a witness refused to cooperate where their testimony was going to be a decisive factor in a decision. And no prosecutor has determined taking a weak case to court and negate any future prosecution was worse than the hope additional evidence would make his case stronger.

Remember, this an organization who didn't have a problem placing Jamal Lewis - convicted of trying to purchase 5 kilos of cocaine with the intent to distribute - into their Ring of Honor in 2012. This is an organization that just placed a bronze statue of Ray Lewis outside their stadium - a man who at worst took part in murdering 2 men; and at best, helped cover up the murder of 2 men (to this day no one has been convicted of the murders...but Ray Lewis settled with the families - just like OJ).

This is a Ravens organization who trotted Terrell Suggs out as a captain this past Sunday, one day before the Ray Rice tape was released. The same Terrell Suggs who has been accused on 3 separate occasions of domestic abuse (2007, 2009, 2011) - Google the claims/police reports, they include breaking his girlfriend's nose, pouring bleach over the head of his girlfriend and his child, and lastly, punching his girlfriend in the neck and dragging her outside a speeding car with their children inside.

But don't worry, Suggs is allowed in the Ravens locker room. In fact, if you are appalled by Ray Rice's actions, you can trade in your Ray Rice jersey for a brand new Terrell Suggs jersey!

Why is everyone so upset about this one incident? Everyone sounds like a bunch of frauds to me as usual. The NFL has been full of scumbags doing this stuff every year.

Now why in the hell is this outrage for Ray Rice when the NFL constantly keeps guys much worse as their poster boys? It always amazes me at the rationale and the hypocrisy of sports fans all because ESPN decides to give one single topic non stop coverage.
 
Why is everyone so upset about this one incident? Everyone sounds like a bunch of frauds to me as usual. The NFL has been full of scumbags doing this stuff every year.

Where the hell is the outrage on one of the NFL's biggest stars of all time that has all types of respect? JIM BROWN!! Why isn't anyone wanting his name dragged through the mud and erased from the HOF with this fraudulent moral compass everyone wants to claim all of a sudden? Jim Brown is one of the worst women abusers of all time. The guy's got a rap sheet a mile long of assaults on women and for the longest time he has been one of the most beloved names in NFL history. The NFL and the Brown organization has had Brown around at all types of events and NFL coverage for years. Here is Brown's history below.

Why all the outrage? Maybe because...um, I don't know, he punched a woman in her face and almost killed her. And we all saw it?

I didn't know Jim Brown did all of those things. Thanks for the information. No one is excusing him. But, the fact is, in this day and age with cameras everywhere, seeing video of something creates a deep impact with most of us.

Also, I know some Browns fans, and they've been kind of done with him for years.
 
Wait a minute... I thought Rice had been convicted and had to do counciling and community service; both of which he's completed.

Can you convict someone twice for the same crime?

No, you can't. Double Jeopardy has attached in this case. Legally, Rice is probably ok.

Double jeopardy has not attached. He is in a diversion program akin to deferred adjudication which is exactly what it sounds like. He isn't done until all his probation and terms are complete. Now that doesn't mean they can revoke on a whim but if he hiccups wrong he's in trouble.
