IMO you are knocking your head against a brickwall here. Most fans don't catch more than a few games a year from a secondary team. For example, I watch every Texans game, several Dallas games and then a random hodge podge of games that seem interesting. That means many folks can't really look past the stats to explain them. My guess is there are more people like ArlingtonTexan on this MB in Detroit. By that I mean AT thinks Carr will most likely be a Brooks/Plummer quality QB--decent, but not very good or better. AT can provide a cogent description of non-stat based reasons for that belief. I think the perception you are dealing with is more people who regularly view Harrington having that sense about him than those who regularly view Carr.
