It doesn't have any sticking points as far as players and owners. It has to do with owners and owners. The smaller market teams want more piece of the pie. And teams like the Texans and Cowboys don't want to give it up.

Actually there is a big sticking point between the players and owners as well in defining what will be included in the revenues on which the salary cap is calculated.
