Norm Chow isn't coming to the Texans as OC. But it isn't nor would it be about the money. Bob McNair has never let money become a deciding factor in terms of building an organization. If Casserly & Capers felt that Chow would be the man for the job, McNair wouldn't pinch pennies. They don't, so Palmer is safe (for at least another year) and Chow will have to get his big payday from Bud Adams.
