Whereas previously Casserly was, according to the Texans, pretty much in charge of the draft and selecting players, Mr. McNair recently said that Casserly's new role will be "acquiring the players that Kubiak wants".
This could mean two things:
(a) Kubiak says to Casserly "go get me this specific player", OR
(b) Kubiak says to Casserly "go get me a good pass-rushing LB" or "go get me a top-level TE".
Option (a) is much more palatable to me, as (b) still leaves Casserly with too much decision-making power on player personnel. The more specific Kubiak is the better.
