Plus it makes more sense for cap planning. Aside from expecting a RB discount, the #1 pick is going to go for $8-9 mil + per year. Here are the updated franchise tag/transition tag numbers for this year:
QB: $8,789,000 / $8,386,000
DE: $8,383,000 / $7,485,000
LB: $7,462,000 / $6,392,000
CB: $7,226,000 / $5,468,000
OL: $6,983,000 / $6,391,000
RB: $6,779,000 / $5,851,000
WR: $6,172,000 / $5,160,000
DT: $5,656,000 / $4,463,000
S: $4,109,000 / $3,592,000
TE: $3,327,000 / $2,718,000
K/P: $2,575,000 / $2,163,000
They went up a little because under the new CBA, players under a franchise tag last year count in the top 5/10 calculation. An $8-9 mil RB is off the scale, but an $8-9 mil DE is just highly paid.
