Actually if we looked at this from a QUANITATIVE standpoint meaning Wins, Stats anything we can put a quanity on and exclude the QUALITATIVE things like poise and so forth unless we could all come to a agreement on what those things would be worth.

We could devise a point system. I.E. 10 points for every super bowl won.
5 points for every super bowl played in.

5 points for being #1 in Passing yards
4 points for being #2 in passing yards

So forth and so on....THEN we could actually determine (figuratively) speaking of course who is the best of all time. Of course that would require someone determining what is worth what and what is more important. Super bowl wins or 4th quarter comebacks?
