Why does this keep coming up? Why are the Texans so interested in Mullet?

I'm not sure. Mallet's claim to game was not having very high football IQ and consistently overthrowing people/ having his ball go high on crossing routes. I don't get it.
Ryan Mallett is not just the most intriguing player in this year's NFL draft. In so many ways, he is the draft -- everything we love and hate about it. He is a tantalizing talent, a worrisome character, a walking rumor mill, a marvel on film, a statistical freak, a top-five talent who could easily slip to the second round, a guy you might love if you met him and one you might hate if you never do.
He was a great quarterback at Arkansas, but some people question whether his skills will translate to the next level. Everybody has an opinion on Mallett. He could be a franchise player for 15 years or flame out in three. This is why we watch the draft.
STRENGTHS
Mallett possesses prototypical size. Has elite arm strength and can make all the throws. Displays smooth mechanics. Fluid, over-the-top delivery. Will fit the ball into tight spots and shows good overall accuracy. Has experience in the pro-style passing game. Good pocket mobility, can buy second chances and keeps his head down field. Fierce competitor and can command the huddle.
WEAKNESSES
Flashes the ability to run through progressions but has lapses in judgment and can force throws when pressured. Accuracy is solid but needs to become more consistent. Ball will sail when footwork gets sloppy. Does not have the athleticism to pick up much yardage with his feet at the next level. Potential maturity/character issues.
One month ago, we passed along a report from NFL Network’s Albert Breer stating that Arkansas quarterback Ryan Mallett’s draft stock would be adversely affected by “off-field issues.”
Caplan wrote on Twitter Tuesday night that Mallett is “almost certain” to drop out of the first round of April’s draft, even going so far as to say it “wouldn’t shock (Caplan) to see Mallett fall to the third (round).” Similar to Breer, Caplan cites “baggage, and not the kind you carry” as the main reason for Mallett’s projected draft-day slip.
The rest of these QBs are trash. Don't even waste the pick. Just build up the D Line and take a flyer RB like Storm Johnson. Just go 4-12 and get a high draft pick for a QB next year at this point.

He really was never a great QB prospect, I'm not sure why he is seen as a good one now.

This might be why Texans traded up to get Nix as Oakland could have been in mix for Nix.Raiders get Justin Ellis. They're having a really nice draft.
