I'm not sure how you can make that statement. Almost his entire career with the Packers was as a personnel guy:

His primary duties include coordinating the pro and college football departments as well as handling both college and pro player evaluation through film study, college visits, pro days, college all-star games and the NFL Scouting Combine.
Everything about the guy screams GM, especially since he was by his father's side learning the business from a young age.
