My understanding is the Bengals wanted to sign him but he chose HTown.

The Bengals did want him, and were going to sign him, but they had already put in a waiver claim for another player, and were awarded that player, and couldn't sign both, so Houston got Howard. If not for Cincy getting the other guy, Howard would be a Bengal.
