There's a difference between teams tanking and teams who are just routinely bad. How many times have the Jags had a top 5 draft pick the last decade? 5 is the answer. 8 times in the top 10. They don't tank all of those years, they're just a poorly run organization.
I believe the Texans are tanking because they legitimately have a plan to be good again soon. They're not necessarily tanking to get the #1 pick to get a certain player, but to be low enough to get an impact player, or maybe to use that position to trade back and get more picks, which is what they really need to do, to help that plan come to fruition. But if it comes to a point where the Texans are routinely in the top 5, top 10, then it goes beyond something worse than tanking. And that something worse is a poorly run organization and becoming the Jags, Lions, or Browns of the last 2 decades.
