Short of one season a couple years back, the Jags have never focused much on TE like our team does, and he's arguably as good as any WR they have (damning with faint praise, I know).

Given how Kubiak has talked about how important the TE is to this offense from the beginning, and how involved his TEs were in the past, I still think he wants the TE to be the #2 target.

I think you're way under-selling Jacksonville's receivers. Cecil Shorts had the second most explosive plays in the league last year iirc and Blackmon showed he has potential. And that's with two godawful QB's including the worst QB in the world.
