Why are we home vs Seattle this year?

In 2009 we played Seattle in Houston. Shouldn't we be playing this game in Seattle?

We played the 49ers here and the Rams in St. Louis...those flipped liked normal. But the Seattle and Arizona games are played in the same city as 2009.

Every AFC vs NFC matchup should flip home teams. We played Dallas in Houston in 2002, in Dallas in 2006, here in 2010, there in 2014, etc... And as far as I know it's been that way for every other NFC team until now.

This has bothered me all week and I haven't been able to find an answer. I looked through the threads and couldn't find it here either, sorry if I missed it.
 
Non west coast teams are limited in the number miles they travel to the west coast and vice versa.
 
Yeah, they "fixed" the western conferences so that they travel eastbound less. Whether it works or not, that's another story....
 
To be more precise it's a change to the scheduling. When teams are scheduled to play the AFC West or NFC West on a given year they won't have to travel to both west coast teams (San Francisco & Seattle). Instead one will be at home, one on the road. Same thing with Oakland/San Diego in the AFC. The other teams in those divisions are not as far west so it makes some sense to mix it up.
