What if someone did not sign a rook. What happens to that rook? Does he just hold out for the year, or can something happen like a trade? or what? What are the options/problems?

I think he holds out for an year and he turns into a free agent.
 
He becomes a free agent. Raheem Brock with Indy was a 7 rd. draft pick of the Eagles. He waited too long too sign and the Eagles ran out on money in the rookie pool to sign him. Luck for him that Indy liked him and gave him a look.
 
Remeber that when we drafted Drew Henson, we had his rights for a year. If he wouldn't have signed, he could have gone back into the draft the following year.
 
I know it wont happen here, just wondering.

Also, can someone be traded who hasnt signed yet? Case in point is the Rivers / Manning Deal. Neither had been signed, but traded. If someone chose to hold out, can they be traded without thier permission?
 
Based on the Drew Henson situation, I remember this. Texans drafted him in the 6th. He did not sign by the signing deadline. So the Texans had to wait for the end of the season before they could negotiate or trade his rights. They had until midnight before the day of the draft to trade or sign him. If they did not reach a deal, then he would have enterd the draft again and the Texans would not be eligible to pick him in the second draft. A player can be drafted three times. After the third time being drafted, if the player does not sign, then they would become a FA. following the season after being drafted the third time. Pleas don't quote me, but I think that is how it works.
