Referee Scott Halverson led the briefing where he and three officials discussed rule changes and points of emphasis for the 2014 NFL season.

There will be a greater focus on deterring unsportsmanlike conduct, specifically the use of abusive and threatening language toward opponents, as well as prolonged and excessive celebrations.

"It's been a point of emphasis in the last few years," Helverson said.

Rules changes for the 2014 season include:

• The uprights of the goal post are extended an additional 5 feet to 35 feet above the crossbar.

• The game clock will keep running after a sack outside two minutes of each half.

• Blockers cannot roll up on the side of a defender's leg.

• Referees can now consult with members of the NFL officiating department during replays.

• Reviewable plays now include recovery of a loose ball in the field of play.

There are also a number of rule clarifications, including making it illegal for defenders to pull receivers' jerseys.

They're ruining the game. Stop with all the laundry. These "touching" fouls are getting silly.

Completely agree. It's hard to watch some times because refs are basically bailing out offenses on poor plays. Some times the "defensive holding" is no where near where the play is going or the QB is sacked before he even has a chance to do anything with it yet they throw the flag giving an automatic first down.

There have been 756 penalties called in 33 NFL preseason games in 2014.

In first 33 preseason games in 2013, there were 526 penalties

It's getting ridiculous. All the talking heads seem to think it will settle down when the regular season rolls around.

I don't think it will. These guys are graded and critiqued and if they grade out bad, they don't get post season assignments. It may slow down some, but for the most part I think we are stuck with it this year.
 
The NFL thinks that more offense equals more money. They have shown in the past that they will alter the rules when defenses start to gain an advantage. Seattle's Super Bowl demolition of the highest scoring offense of all time sent out a red alert to the league office. They will do whatever they deem necessary to make sure something similar doesn't happen again.

There won't be quite this many penalties once the season starts, the refs are calling anything that's even close so that the players get the hint. But there will be significantly more penalties called on defenses this year so we better just get used to the flags guys.

Troy Vincent says preseason enforcement of defensive fouls won’t change

As the 2014 regular season gets started, new NFL executive V.P. of football operations Troy Vincent really gets started in his current job.

Vincent joined PFT Live on the first day of football season to talk about a wide variety of issues. One issue that will be particularly relevant on the field that served as the backdrop for our discussion relates to the renewed emphasis on defensive holding and illegal contact.

Vincent reiterated that the rules will be called as closely in the regular season as they were in the preseason.

The challenge is for teams to adjust. The Seahawks arguably already have. It’s entirely possible that teams that drew plenty of flags in the preseason were simply testing the limits of the new application.
 
I think this emphasis and the claim it is going to be enforced throughout the season should be known as the Seahawk Rules. A lot of folks (most importantly owners/gms) didn't like how the refs let the Seahawks be more physical last season.
 
Illegal contact quadruples, defensive holding doubles from 2013
Statistics released by the league on Friday reveal that through the first five weeks of the season, there have been nearly four times as many illegal contact penalties as there were through the first five weeks of 2013. And there have been more than twice as many defensive holding penalties. Illegal contact has increased from 15 calls in Weeks 1-5 last year to 59 calls this year. Defensive holding has increased from 52 in Weeks 1-5 last year to 115 this year.

Overall there have been a total of 163 more penalties called this year than at the same point last year. In addition to the increase in illegal contact and defensive holding, NFL officials have thrown 14 more offensive pass interference flags, 48 more illegal use of hands flags and seven more flags for taunting or unsportsmanlike conduct.
