They just put out a number they believe will get equal action on both sides. If one side bets up, the will adjust. So when we say "Vegas thinks the Texans are....", it's really the betting public whose opinion is being measured.

I do like the over on the Texans and Titans. Leaning to the under on the Colts, and the Jags look spot on.

To some degree, yes. Initial lines are usually a lot closer to the chalk, and they adjust after to even up the betting. Have to realize, most of this stuff is not geared toward "the betting public" (in terms of that connotation) as much as it is geared toward the wise guys. They know the wise guys study this stuff and know what the general consensus is. So the margin for drawing in action is typically a half game. Adjustments follow.
