He was not successfull in Cleveland because you cannot put together a complete offense in two years. The sheer stupidity of the Cleveland Browns front office is evident in that they've existed for 7 years and (including their interim guy) they've had 4 head coaches. That team is being led by fools.
Nobody builds offensive lines in two years when they're starting with zero players on the roster. Palmers offensive philosophy seems to require some bare minimum of pass protection which you won't get in an expansion team. A veteran QB can maybe mitigate some of the problems that come from that but in both experiences Palmer had with expansion teams he opted for a rookie QB which basically aggravated the problem that he already had no solution for.
