I need to see the rule book but I thought the refs had it right at first. Never seen a guy not have to do something (fair catch or take a knee or go to the ground) to give himself up.

That hands out to the side thing is not an official sign of giving up I don’t think. That’s more of a sign to your own team that you’re not going to return it.
