What's with the NEW Line to Gain nomenclature?

I've watched football for over 50 years and this last week I have twice heard announcers and/or officials referring to the First Down line as the Line to Gain. First in an NFL game and while I was watching the Cougars a few minutes ago. Is that an archaic term which has just been rediscovered or is it something new?

Its usually just a term used when there are replays/challenges involved.
