Houston Texans FS C.C. Brown received $235,002 from the NFL's "Performance Based Pay" system.

Texans | O. Daniels receives an extra $218,561

Houston Texans TE Owen Daniels received $218,561 from the NFL's "Performance Based Pay" system.

So is this a one time payout, or does it get added to their salary? Who decides who gets it NFL, or the Texans?

I believe it is just playing time only... not really anything about what you actually did.

I guess he is outperforming his 5th/6th round contract by being the starter, which would give him performance pay

I think ALL NFL pay should be performance based. You get league minimum and then "bonus" kind of like fantasy football points. The league has enough stats to figure out a system to where the Peyton's will get their dues, and the superstars who get injured will get paid minimum for not playing an entire year. Or better yet, superstars who under perform will be "under" paid.

Its a good idea but stats don't always equal wins and while the owners and fans would go for a system like that the players would NEVER sign off on it
