"The Big 12 is leading a multi-conference effort to save the financially strapped Houston Bowl. A proposal must be made to the NCAA by June 20 or the bowl, which pits the Big 12 and Big East with an option for a C-USA team, could lose its certification.
The Mountain West has joined the Houston Bowl partners in seeking a title sponsor, a new television deal and an overall restructuring that would make it financially viable.

I dunno.....why is it so difficult to establish a successful post season Bowl game here in Houston ? We've got a good climate for events in the winter
months, the attractions that any large city offers visiting tourists, a good
infrastructure to include very good air service, geographically well placed,
and last but far from least a very good facility for the game itself.

It just isn't an established, tradition-based bowl, so it is difficult to get it off the ground.
