the shotgun needs to be used on the guy who put two $1000 pieces of paper in reach of a dog, kid, or whatever. I mean, would you leave two thousand dollars in cash in a place the dog could get to?

Maybe the guy who purchased the tickets has certain circumstances, arangements, obligations that wouldn't allow him to be able to physically recieve the tickets himself....

Maybe the delivery guy/delivery company should have just followed instructions. Problem solved.
I don't think you can blame the guy for making a specific request in order for this to be avoided and then the delivery company eff'ing up...

If dude was able to afford almost $2000 for Super Bowl tickets (in addition to travel expenses), he could probably find some way to have them delivered to a safer destination.

You throw in hotel, food, plane tickets, parking, rental car and souvenirs it would be more like $3,000. The majority of the US owes more then they are worth. It is one of the major contributors to the issues with the market right now.

No doubt about it. Having available credit on a card does not necessarily equate to 'affording' something.
