Their salaries count against the cap if they make the final 53 and the rookie pool still applies, provided they are first year players.
For the purposes of this Article XVII, the Salary of any Undrafted Rookie shall count toward the Clubs Rookie Allocation only to the extent that it exceeds the then applicable Minimum Active/Inactive List Salary for that player.
The rookie pool only applies to undrafted rookies for amounts in excess of the rookie minimum salary. Which is basically the small signing bonus, and that counts whether the undrafted rookie makes the team or not. And it's very unlikely a undrafted free agent salary will be one of the top 51 on the team. For purposes of the Entering Player Pool and a Teams Rookie Allocation, amounts contracted to be paid to Drafted Rookies, and amounts in excess of the applicable Minimum Active/Inactive List Salary contracted to be paid to Undrafted Rookies pursuant to Subsection 4(b) above shall be counted against the Entering Player Pool and a Teams Rookie Allocation, whether or not the amounts are actually paid, in the manner otherwise specified in the CBA.
