How are OTAs any different from mini-camp, other than they aren't "mandatory" and some mini-camp practices are open to the public?

The primary purpose of OTA's is getting everyone to know the system so it can be practiced later in mini-camps and training camp. It is a no pads run through deal. Look at it as a continuum from learning the system in OTA's to knowing it and practicing it in training camp.
Some OTA's are mandatory. Training camp is when fans get to watch some of the practices.
