The Raiders have led the league in penalties three years running (147 in 2005, 134 in 2004 and 134 in 2003). They were second in penalty yardage last season (1,132), fifth in 2005 (1,013) and first in 2003 (1,120). To that end, an NFL officiating crew arrived Thursday, July 27, for a three-day visit with the league's most penalized team. "I told them, anything you see, throw the flag or walk up to the player and tell him what he's doing wrong," head coach Art Shell said.
