Why Sharper and Foreman were playing at ILB when they were OLB before they were in Houston and Wong was playing at OLB when he was MLB in Minnessota?

Different scheme. It's nearly reversed since you need size in the outside guys to take on Tackles in a 3-4. 3-4 mac and buc linebackers are not the same bulky run stopping middle linebackers you will find in a 4-3. Since you need speed inside you will find that most 3-4 inside linebackers are 4-3 outside linebackers.
