Question when are the college schedules made? and other conspiracy theories

People talk about strength of schedule (and I know what it means) I listened to a Mack Brown interview on the radio before the season started and they were asking him about the North Texas game.. And he said they decided to play them a few years ago and then he talked about how that program(N.T.) is getting better etc etc..

My question is (for you college gurus) ,if this is true, and you set up matchups years in advance(non conferences). How is one supposed to know what the strength of schedule's going to be? Seems to be a **** shoot and you are basing your "BCS rankings" on how well a coach develops his team and that goes with your non conference and conference teams. How much politics are involved in say the Big 12 (or any conference)? Say Baylor and Texas are recruiting a player, yet Texas has 8 blue chip players in their sights and Baylor is a struggling team. Does Texas let a blue chip slide (being they have enough) so that Baylor can be competitive so they might win a game or two more so that affects the strength of schedule?

We had a discussion at work about that and I have no idea..
