Does anyone have any information on these field level seats? The folding chairs on the visitors’ sideline.

That's where the Bullpen Pep Band usually sits for the pre-game activities. I don't think they do anything else with them after that. :P

that's what I was thinking also, but last couple of games they have been about half full with people.

Per my co-worker (who moonlights doing security at Texans games), those are "optional" field seats for the suite holders.

Right. They bring people down from the suites if they want. My boss and his son were invited to the Proler suite for the Saints game and went down to these field level seats for a quarter. It took a long time to get down there, and they missed 3 scores.
