The standart time for tailgate was established as follows:
Platinum Lot - Opens 5 hours before the game
Remainder Lots - Opens 4 hours before the game
All Lots - Parking Lot should be cleared by 2 hours after the game
At least that was the rules we were told from the beginning... although there is no mention of this on the Texans main site.
