Yes it does. That stength of schedule that you posted was based on what the teams did the year before. It is based solely on LAST YEAR.
In this world of parity in the NFL, it only matters what you did to the teams in that season. In other words, opponents win percentage for that same year. That type of strength of schedule really allows you to see how a team fared against a tough schedule.

link and you will see that the Cowgirls played a fairly weak schedule. Look at the opponents win percentage.
