Let me give some numbers to prove the point.
In 2013, AJ tied with Pierre Garcon as being most targeted, at 181 apiece.
The QBs on both teams (Skins and Texans) combined for the same number of pass attempts (611).
Pierre freaking Garcon!
One would think that RGIII and Cousins would combine to target AJ some 300 times if they play for the Texans.
Secondly, the target number include "throw aways".
These are not really targets, since the QBs were pressured and just wanted to get rid of the ball.
Schaub and Keenum combined for 32.
RG III and Cousins combined for just 17.
(I don't have a number for Yates in his 22 attempts.)
At any rate, the Skins actually targeted Garçon more than the Texans did AJ.
