I would say their inception belies that. In the expansion draft they tried to get bookend OTs as their 1st two picks. They brought in a vet C as their 1st UFA signing and then spent 2 1st day draft picks on G (in addition to another 2 Gs from the expansion draft). It didn't work out but they sure as hell tried. DL same thing. A pro bowler and should have been pro bowler in Walker and Payne, another 1st day draft pick (who busted). Again, they tried.

Kubiak's initial draft showed a similar effort using the #1 overall on a DE and 2 3rds on OTs.
