What would likely happen is the teams that lost the top 32 players in terms of largest contract amounts/year would get the comp picks. In your scenario, the players who signed for lowest 5 contracts/year would not be compensated for.
I have already assumed that the first 28 comp picks were due to highest difference in qualifying players. That premise is solid.
Just concentrate on the remaining 3 teams.
