If he's not involved, it's a sick twisted joke played on the guy. Te'o was in an online relationship with a "woman" who supposedly died last year. The "woman" turns out to still be alive, and it just so happens to be a "guy". If Te'o isn't involved then I've seen this sort of thing happen before on Dr. Phil. It's called a "catfish" and they try to play on peoples emotions in an online relationship and come up with extreme excuses not to meet in person.

The architect of the hoax, Ronaiah Tuiasosopo , used his cousin Tino to play the part of Lennay Kekua during conversations with Te'o.
"Tino is the girl that Manti has been talking to all these months," a cousin of Tuiasosopo told the New York Post.
