Slight disagreement. If you see a guy who you think is a franchise QB you gotta take him, even if you already have a QB on roster. Great example is Green Bay in 2005. They still have Brett Favre, but Aaron Rogers was there with the 24th selection. They pulled the trigger and got him, even though they still had Favre. Sometimes it works out, other times it does not. But, if you think the guy is a franchise QB, you gotta pull the trigger.

Baltimore- Flaco, 1st round #18
Indianaplolis-Luck-1st round #1
Cincinnati: Dalton-2nd round, #35
A LOT of first rounders and a handful of non first rounders. If you want to throw in perennial playoff QBs like Manning(1st round #1), Roethlisberger, (1st round, #11), Brees (second round #32: thought would have been a first in today's 32 league), and Rivers 1st round, #4), and you see its pretty tough to succueed without a top draft pick QB.
So, I would say, don't overreach, but if he is there...get him.
